The development team invited neighbors to learn more about the plans for Discovery West at a public meeting held at on November 12, 2018 at the Unitarian Universalist Fellowship of Central Oregon. Approximately 100 were in attendance. A formal presentation about the Discovery West master plan was made by Brooks Resources CEO & President, Kirk Schueler, and the evening included an opportunity for questions from the public (please see a recap below). A big thank you to all who made time to attend and ask questions.<\/p>\n

The questions below were asked at the Public Meeting\u00a0by audience members\u00a0following the\u00a0presentation.\u00a0\u00a0 Answers were provided by the developer, NWX2 LLC.\u00a0\u00a0\u00a0<\/em><\/p>\n

Q. What are the approximate size of the larger lots on the\u00a0eastern \u201cPlateau\u201d\u00a0of the project\u00a0and will they allow for single story homes?\u00a0<\/span><\/p>\n

A. The\u00a0lot\u00a0sizes have not been decided yet, but they will be\u00a0large. There are only rough layouts currently, but they should allow for single story homes.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. When will the 2 roundabouts be built?\u00a0<\/span><\/p>\n

A. The\u00a0traffic study\u00a0done\u00a0as part of the Development Agreement\u00a0concluded that those\u00a0intersections will not fail until roughly\u00a075% of homes are built.\u00a0 The Development Agreement requires the roundabout\u00a0at Skyliners Rd to be built prior to Discovery West platting\u00a0lots representing 50% of the residences.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Why would there be high density sites next to the schools, increasing that traffic?\u00a0<\/span><\/p>\n

A. The City\u2019s Comprehensive Plan specifies that\u00a0up to 142 multifamily units (and not less than 128 units)\u00a0are to be built within Discovery West.\u00a0 Our proposed plan locates roughly\u00a040 of those units\u00a0 north of the schools, and the remainder along Crosby, west of the elementary school.\u00a0\u00a0The multifamily units near the school are intended to provide\u00a0easy\u00a0walking access for\u00a0children\u00a0living in the multifamily units.\u00a0\u00a0Discussions\u00a0with representatives from the school district\u00a0confirmed the value of this strategy.\u00a0\u00a0The intersection of Crosby and Skyliners Rd. was studied in our transportation analysis and was found to function at acceptable levels\u00a0at build-out of Discovery West.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. What is the minimum requirement for land donated to the park district and how much will be, per the master plan?\u00a0<\/span><\/p>\n

A. The City requires\u00a010%,\u00a0roughly 24.5\u00a0acres,\u00a0to be parks or open space.\u00a0 We are proposing\u00a0approximately 40 acres\u00a0of parks and open space.\u00a0 Approximately 3 of these acres will be developed as a neighborhood park.\u00a0 We are still working on an agreement with the Bend Parks and Recreation District.\u00a0 The draft agreement\u00a0contemplates donating\u00a0all\u00a0of\u00a0that land except for the 3-acre neighborhood park, which would be sold based on appraised value at the time it is platted.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Will there be a lot of manufactured slope banks like those around Shields Drive\u00a0(in NorthWest Crossing)?\u00a0<\/span><\/p>\n

A. There are no plans to reshape\/reconstruct anything that\u2019s not already there.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Will Parks & Rec\u00a0improve the area around Shields Drive?\u00a0<\/span><\/p>\n

A. Our draft agreement only addresses land within Discovery Park.\u00a0 We understand that the District intends to connect trails near the end of Shields Drive to our trail network.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Will there be storm water controls put in place off the hillsides?\u00a0<\/span><\/p>\n

A. City standards will be met for all streets.\u00a0 Any hillside\u00a0slopes will be kept in their natural state.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Is the 410 acres what Miller Lumber gave the City for Tree Farm?\u00a0<\/span><\/p>\n

A. Tree Farm, LLC sold roughly 350 acres\u00a0west and south of The Tree Farm development to the Park District when that project was developed.\u00a0\u00a0Discovery West was not part of that transaction.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. What studies have been done regarding fire evacuations?\u00a0<\/span><\/p>\n

A. No\u00a0formal\u00a0studies\u00a0have been done\u00a0regarding evacuations\u00a0for wildfires.\u00a0\u00a0\u00a0We met with the\u00a0Bend Fire department\u00a0to review our\u00a0development and street plans.\u00a0\u00a0They were satisfied with the connectivity to the 3 collector streets which will serve as primary evacuation routes.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Would the newer roads built be used more for construction traffic, taking pressure and traffic off roads like Mt. Washington?\u00a0<\/span><\/p>\n

A. There is no way of knowing, or limiting,\u00a0what roads contractors will use but when lots are sold to builders, there is a timing requirement placed on them to build quickly to avoid as much long-term damage\u00a0from large trucks\u00a0to streets as possible.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Are there any concerns with the designated\u00a0park area being on the old gravel pit?\u00a0<\/span><\/p>\n

A. The improvements being contemplated for the open space areas where the old pumice mine\u00a0was located will be limited to pedestrian and bicycle type uses (other than some\u00a0park district maintenance vehicles).\u00a0 Our draft agreement with the park district recognizes this and does not require any geotechnical restoration for those uses.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q.\u00a0 What is the timing of the extension and completion of Skyline Ranch Road?\u00a0<\/span><\/p>\n

A.\u00a0 The\u00a0Development Agreement with the\u00a0City\u00a0prohibits the\u00a0completion of Skyline Ranch Road\u00a0until the 2 roundabouts have been built.\u00a0\u00a0Other\u00a0land\u00a0owners\u00a0are responsible for the Shevlin Park Road roundabout, so\u00a0the\u00a0timing is also very dependent on them. There will be parts of Skyline Ranch Road that will be completed as phases\u00a0of Discovery West\u00a0are completed, however the completion\u00a0of the road within Discovery West\u00a0won\u2019t be done until the final phase of the project.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. What is being done to address safety issues on NW Crossing Drive in front of the 3 schools with the additional traffic and building?\u00a0<\/span><\/p>\n

A. Crosby\u00a0will be improved to be a full-scale collector, so there will be bike lanes, crosswalks and\u00a0likely areas for on-street\u00a0parking. There will also be stop signs\u00a0and crosswalks\u00a0on NW Crossing and Crosby\u00a0at Skyline Ranch Road.\u00a0 The detailed\u00a0design of the roads will not be addressed until we submit tentative plan applications for the phases by the school.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Is the corner of Shevlin Park and Mt. Washington on the SW corner part of this project?\u00a0<\/span><\/p>\n

A. No, as that property is owned by COCC.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Will there be one HOA for the whole project?\u00a0<\/span><\/p>\n

A. Yes. The only thing that has not been decided is\u00a0whether\u00a0or not\u00a0the commercial properties will be included in the\u00a0owners\u2019\u00a0association.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Are we encouraging net-zero homes?\u00a0<\/span><\/p>\n

A. We\u00a0intend to\u00a0continue to provide incentive programs\u00a0similar to\u00a0those in NorthWest Crossing\u00a0to builders to encourage this type of building.\u00a0Discovery West\u00a0will also require\u00a0homes\u00a0to be built according to Earth Advantage standards.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. What fire prevention standards will have to be met?\u00a0<\/span><\/p>\n

A. The City\u00a0has a goal to\u00a0address aggregated defensible space on UGB lands.\u00a0 The three mitigation measures\u00a0include addressing development pattern, vegetation management and construction techniques as they relate to\u00a0reducing wildfire hazards.\u00a0\u00a0\u00a0<\/span><\/p>\n

Examples of some of the mitigation measures we plan to\u00a0require in Discovery West include: non-combustible material within 5 feet of the home\u2019s foundation, non-combustible material\u00a0must be used where a fence connects to a home, crowns of conifer trees must be spaced appropriately to reduce\u00a0the spread of fire, fire-resistant plants will be required in the landscape areas closest to homes,\u00a0attic and foundation vents must use 1\/8″ non-combustible screening to prevent embers from entering a home.\u00a0\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Will fireworks be allowed or is this a City issue?\u00a0<\/span><\/p>\n

A. This\u00a0is a City issue.\u00a0 But could also be an Owner Association\u2019s issue.\u00a0\u00a0There have been no decisions made yet as to\u00a0whether or not\u00a0fireworks will be allowed in Discovery West.\u00a0\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Was or will there be any collaboration with the DRC\u00a0(Deschutes River Conservancy)?\u00a0<\/span><\/p>\n

A. Not on this project, as it is not near any major water sources and the landscaping of the park will be native for the most part.\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Q. Are decks & stairs standards addressed in the\u00a0NFPA\u00a0(National Fire Protection Association) standards?\u00a0<\/span><\/p>\n

A. We are not\u00a0adopting\u00a0NFPA standards\u00a0in their entirety,\u00a0but\u00a0there will\u00a0be\u00a0construction requirements\u00a0based on NFPA standards\u00a0relative to fire prevention\u00a0for both, as well as fences.\u00a0 Such\u00a0requirements\u00a0will include\u00a0closing in construction underneath decks so\u00a0debris cannot accumulate as fire fuel, use of non-combustible materials for decks,\u00a0fire retardant applications for fencing and\/or decking materials.\u00a0\u00a0\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
